The vendor is required to provide accounting services pertaining to low-income housing tax credit (LIHTC) applications, awards and projects for agency.
• During construction assist agency in reviewing bookkeeping systems in order to properly document costs;
• Review proration of project costs between residential and commercial portions of the project to confirm methodology for eligible basis calculations;
• At the end of the construction period, prepare a cost certification showing both total development cost and the tax credit eligible basis;
• Prepare the tax-exempt bond 50% test;
• Prepare the limited partnerships unaudited financial statements and tax returns by the deadlines established by the equity and financing source;
• Advise agency on LIHTC program compliance and reporting standards and the best way in which to show transactions involving the LIHTC owner on agency balance sheet;
• Prepare and review the IRS form 8609s;
• Assistance with project closeouts and tax credit investor reporting.
