The vendor is required to provide from qualified security service providers to deliver professional, reliable, and technology-enhanced guard services at our main office tower.
- Our goal is to ensure maximum security, effective incident response, and proactive risk mitigation while optimizing service value.
- Provider must utilize real-time tracking software to document and report guard activities, enhancing transparency and accountability.
- The core service requirements include, but are not limited to:
1. Guarding schedule
• Onsite security presence from 4:00 pm to 8:00 am, Monday through Friday.
• 24-hour coverage on weekends and statutory holidays.
• 24-hour coverage during the Christmas break from December 29th to January 1st.
• And on-demand security services at alternate locations as required.
2. Daily security operations
• Conducting random foot patrols of the premises, including rear laneways and key entry points.
• Utilization of tracking software to log and report all patrol activities, including timestamps and locations.
• Maintenance of a detailed logbook documenting events, incidents, and security concerns.
• Identifying and documenting unauthorized individuals and suspicious vehicles within the patrol zone.
• Performing door checks and securing designated spaces to confirm lockdown compliance.
• Providing a detailed status report to the agency site contact before departure at the end of each shift.
3. Guard qualifications & training
• All guards will possess valid provincial security licenses and relevant certifications (first aid, CPR, de-escalation training).
• Minimum experience requirement (3 years in corporate security or law enforcement/military background preferred).
• Guards will be asked to complete agency -specific H&S training and will undergo our specific security measure training requirements.
4. Incident response protocols
• Defined procedures for addressing unauthorized access, disturbances, and security threats.
• Escalation procedures (e.g., when to contact emergency services, agency management, or law enforcement).
• Process for handling lost or suspicious items.
• Reporting and documentation procedures for security breaches or safety hazards.
5. Uniform and equipment requirements
• Guards will be in uniforms, neat clean and well groomed, uniforms to contain name tag and branding.
• Concierge, military or tactical and mobile is accepted (specified in the proposal).
• Required equipment: radios, flashlights, access control devices, and body cameras (if applicable. to be specified in the proposal).
• Use of non-lethal deterrents (e.g., batons, pepper spray. please specify in the proposal).
6. Post coverage & guard deployment
• This is a static position at our building entrance with a requirement of mobile patrols every two hours as outlined in special attention areas.
• Special attention areas: south parking lot, south gates entrances, north star main floor, bay a (adjacent to the building in the same parking lot 40 meters from the main entrance.
• A minimum of (1) guard per shift is required (please specify shift supervision structure in the proposal)
7. Integration with agency systems
• Guards will have access to security cameras in agency, as well as building access control points.
• Procedures for handling visitor sign-ins and after-hours employee access will be required.
8. Technology and reporting requirements
• Implementation of a real-time tracking and reporting system that allows agency to review guard activities, incident reports, and patrol history (required)
• Capability to generate monthly security reports summarizing key observations, incidents, and security trends.
• It will be up to the service provider to secure digital communication tools for instant alerts and coordination with agency personnel.
9. Performance monitoring and KPIs
• agency will assess performance based on attendance, patrol completion rates, response times, adherence to protocols, and incident handling.
• A regular performance review and compliance audit may be performed semi-annually by agency security team.
• Disruptions to business for non-compliance or service failures, will include a potential contract termination and financial penalties.
10. Additional security considerations
• Proposals should outline innovative security measures or enhancements to address unauthorized onsite visitors.
• Ability to adapt to evolving security risks and provide recommendations for improvements.
• Integration of security personnel training programs to ensure compliance with agency security protocols and best practices.
