The vendor is required to provide to contract for armed and unarmed security guard services to meet daily planned and unplanned activities under the direction of designated city departments and facilities.
- Such duties include but are not limited to patrolling facilities and protecting city staff and property.
- Security guards shall be contracted on a private contractual basis and will not be considered city employees.
- Security guards do not have law enforcement authority; however, they will work closely with local police when incidents may require the response of law enforcement officers.
- Staffing needs may vary from a single to multiple security guards.
- Security guards or emergency security is requested by the city, at the city or at special events, the charge shall be at the contract price and billed monthly in arrears.
- Security guards shall meet the city requirements of those areas pertinent to their assigned duties and may perform a variety of duties depending on the city’s needs.
- Meet applicable state age requirements for level of certification;
- Have a current driver’s license;
- Behave in a professional and courteous manner, not use offensive language or behave in a loud, boisterous or offensive manner;
- Appear neat and clean, no frays or tears on uniforms;
- Wear full uniform, badge and emblem on jacket as well (if guard shows up with half uniform on and half civilian clothing, they will have to leave and be replaced with a uniformed security guard; security that is not compliant with dress code will be sent home; a replacement shall be called in at no cost to the city for the security guard that is not properly dressed);
- Be fully trained, mentally and physically;
- Have proper equipment to perform duties and for own personal protection;
- Know first aid, CPR, safety, customer service, fire safety and know how to write report forms;
- Be able to walk six out of eight hours, climb stairs, and walk at least four hours continuously;
- Provide protection against unauthorized personnel on premises; any violations shall be reported immediately to city staff on duty or the designated site contact persons; and
- Have clarity of speech, hearing, and visual acuity sufficient to perform essential job functions.
- Receive briefings from on-site city personnel at the start of each shift.
- Check out a master key, if needed, from the command post, and return at the end of shift.
- Participate in periodic training and undergo performance testing at no additional cost to the city, including emergency response.
- maintain daily log sheets documenting any unusual activity that occurred.
- Logs must be provided to the city upon request.
- Monitor gyms, wells, parking lots, indoor and outdoor facilities, and buildings while on duty.
- Be engaged while on duty, and refrain from reading newspapers, books, et cetera; being on the phone; or using music devices, et cetera during working hours.
- Refrain from receiving personal visits or phone calls from friends or relatives while on duty unless it is an emergency; when a personal phone call is received, the call shall remain short and discreet.
