The vendor required to provide private security services to support the supervision and safety of at-risk youth.
- Secure private professional services to support the supervision and safety of at-risk youth, including high acuity youth, within the human services.
- These youth may present with behavioral health challenges, trauma histories, or involvement in multiple systems of care.
- Unarmed, plain-clothed agents are required to provide consistent line-of-sight observation to ensure the safety of both youth and human services staff, while engaging respectfully and using trauma-informed, non-restrictive practices.
- Potential types of services
• Provide unarmed, plain-clothed agents to monitor at-risk youth which shall be available on twenty-four (24) hours, seven (7) day a week basis.
• Maintain line-of-sight supervision at all times, including weekends and holidays.
• Ensure at least one (1) agent on-site during business hours from 8:00 am–5:00 pm, Monday through Friday.
• Ensure two (2) agents on-site during non-business hours of 5:00 pm–8:00 am to cover breaks while maintaining supervision.
• Agents shall not restrain youth or use force.
• Instead, they will utilize verbal redirection and de-escalation skills.
• Maintain a calm and supportive presence, communicate with department staff for youth’s daily living needs for example food and walks, and escalate to law enforcement when appropriate.
• Provide verbal shift updates to identified human services staff.
• Cooperate with emergency responders, as needed.
• Security services shall be on an as-needed basis as determined by the department.
• Use verbal redirection and trauma-informed approaches only, which may include trust-based relational intervention (“TBRI”) specific training.
