The Vendor is required to provide security alarm system monitoring, maintenance, repair and installations services for district.
- The resulting contract establishes monthly monitoring/maintenance fees, plus hourly rates for unscheduled repairs and Capital Improvement on an as needed basis.
- Agency members have decision-making authority, the power to designate management, the ability to significantly influence operations, and have primary accountability for fiscal matters.
- These systems are designed to prevent and detect the unauthorized entry into said facilities.
- Typically, structures that are covered by alarm systems are traditional education centers as well as other buildings which operate as support facilities for the school district.
- Although these facilities generally have a common facility manager, a separate system may have been installed due to the physical distance between the main facility and the outbuilding.
- Maintenance activities are those proactive and responsive measures which are necessary to ensure proper operation of a facility’s alarm system. These shall include, but are not limited to the following activities:
• Diagnostic evaluation of alarm components that may be suspected of causing an unintended alarm condition.
• Troubleshooting and repair of any suspected, or known, system deficiencies.
• Performing preventative maintenance on system components in accordance with manufacturer specifications, and/or other aspects of the alarm system which are necessary to ensure the system operates properly.
• Wiring shall be provided as a separate quote on an as- needed basis. Agency will be responsible for all required wiring. If agency is unable to complete the necessary wiring, the selected vendor may conduct a site visit and provide a separate quote to perform the required wiring services, as needed.
• Replacement of faulty components which fail to properly operate due to: defects, design deficiencies, normal wear and tear, and/or any other influences that are not directly related to: fire, water damage, theft, vandalism, misuse, or acts of nature.
• The contract does not cover facility-level housekeeping activities, or lack thereof, which create environments that are conducive for false alarms to occur.
• Administrative responsibilities to order/track requested changes (add/delete/change) to alarm access codes.
• Programming resources to implement requested changes.
• All startup costs include a comprehensive inventory of equipment and code verifications.
• Provide zone information to District.
• General consultation on best practices.
• Battery replacement should be considered as a maintenance item.
- Monitoring activities shall include, but are not limited to, the following parameters:
• Utilization of a central station to actively monitor facility alarm systems and receive system notification that an alarm has been activated.
• Monitoring activities are operational 24 hours per day for each day of a calendar year.
• Monitoring services may be directly managed by the vendor or contractually delegated to a third party by the vendor. However, in either circumstance, the vendor is directly responsible for the legitimacy, effectiveness, and efficiency of the monitoring services provided to agency.
• Enhanced monitoring services include mobile app access, real-time notifications via cellular service, and facility manager capability to manage access codes remotely. Service operates independently of facility network connectivity.
• Monitoring service will make prompt notification to facility key holder(s) in the event an alarm activates.
• Monitoring service will also appropriately communicate with first responders (i.e. Law enforcement) as conditions dictate.
• Notification infrastructure(s) shall be accomplished using a dedicated and/or reliable network that may utilize telephony-based resources and/or web-based technology.
• The notification process will also include a contemporaneous communication, via email, to the facility manager, and designated district office personnel. This email shall include the date and time of the activation as well as a brief description of where the activation occurred.
• The vendor should provide a toll-free number for agency employees (i.e. End users) to contact 24 hours per day, to report operational issues with the alarm system; to include the capability to inform the monitoring station that an accidental activation has taken place.
