The Vendor is required to provide case management, validation and process mapping.
- Indiana seeks information to validate scope, feasibility, and risks for a modernized, integrated data and case management solution supporting classification, intake, risk assessment, and operational analytics across department.
- Open-source solution and extensible platform that supports classification changes and validation from a technology provider whose entire mission, product, and technical infrastructure are dedicated exclusively to corrections data integration and decision support across the full continuum—from incarceration through reentry and community supervision.
1. Comprehensible operational support system
• Deploy a modern, unified, digital environment to streamline correctional operations and boost positive outcomes for both incarcerated individuals and public safety, starting with department top priorities and opportunities for impact.
• This comprehensive system will need to be designed to provide department staff with actionable, continuous insight into staff caseloads from prison intake through reentry and supervision.
• The platform will need to utilize AI-powered needs assessment and case planning tools to generate personalized, data-driven strategies for each incarcerated individual.
• Automated intake questions to capture each incarcerated individual’s needs, summarize findings and paperwork such as psi reports, court documents, etc., and develop personalized case plans.
• The tool will need to provide meeting transcription and continuous risk assessment as well.
2. Supporting classification changes and validation
• Work with the executive director of classification to assess and project the impact of recent classification changes on population management and conduct violations; and chart out additional opportunities for improvement moving forward.
• Need to deliver analysis to understand factors that are driving higher classification levels: e.g., are specific classification questions disproportionately inflating scores; and what would be the impact of specific policy changes to the scoring scale.
• Work closely with department leadership to conduct these analyses.
3. Intake process mapping
• User-experience design research to map out department intake process and identify opportunities for the deployment of artificial intelligence.
• The mapping will begin from the point at which an incarcerated individual enters department custody, goes through intake at one of department two intake facilities, explores the subsequent relevant screenings, and then concludes at the incarcerated individual’s transfer to a post-intake department facility.
• Map out which resources sheriff’s departments already collect as part of their intake process and will investigate opportunities for data sharing between sheriffs and department to eliminate duplication of efforts and improve coordination and outcomes.
