The Vendor is required to provide field verification and reporting services on a per-address basis.
- The actual number of inspections required will be determined by the county’s service line inventory model and may be less than the maximum estimated quantity.
- Determine the service line material entering and leaving the meter pit as far away from the connection to the meter as possible for all meters serving each address provided.
- The inability to visually observe service line material within the meter pit is an anticipated condition of the work and is included in the unit price for meter pit inspections.
- Service line material on either side of the meter cannot be determined through meter pit inspection alone, the contractor shall document the condition and request authorization from the county to perform potholing in accordance with the contract documents.

1. Conditions for potholing
• Meter pit inspections are inaccessible, obstructed, or inconclusive, and service line material cannot be visually verified within the meter pit.
• Potholing is intended solely to verify service line material where such material cannot be observed within the meter pit.
• Provide documentation supporting the need for potholing, including photographs and a written justification.
2. Potholing method
• Potholing shall be performed using hydro vacuum excavation equipment to minimize surface disturbance and prevent damage to existing utilities.
• No mechanical excavation methods shall be permitted.
3. Authorized scope of potholing work
• Locating and exposing the service line at two locations (utility side and customer side) using hydrovac excavation.
• Potholes shall be performed a minimum of three (3) feet from either side of the meter box, unless otherwise approved by the county.
• Visual identification of service line material on both sides of the meter box.
• Magnet or scratch testing, as necessary, to verify pipe material.
• Restoration of disturbed areas to equal or better condition immediately following completion of the work.
4. Documentation and reporting
• Address, parcel id, and premise id.
• GPS coordinates of the meter box (if required by the county).
• Clear photographs showing exposed service line material.
• Verified material type on both the utility side and customer side.
• Upload of all required data and documentation into the county’s works system.
