The Vendor is required to provide debt collection services for the district.
- Providing debt collection services; will minimize district costs; maximize the use of available technology; provide excellent client service; and perform thorough and complete collections.
- Provides all-hazard services, including fire protection, building safety regulation and inspection, hazardous materials response, technical rescue, arson investigation, and emergency medical response and transport.
- A third-party billing company screens, prepares, and submits claims to payors.
- The district’s third-party billing company has exhausted applicable options for collecting payment on an account, delinquent accounts are then sent to collections.
- The district presently uses a third-party contractor for collection agency services.
- Provide full-service collection agency services for delinquent accounts.
- Such accounts include, but are not limited to, ambulance billing and other miscellaneous accounts, such as false alarm fees, fire inspection fees, etc.
- Available information, such as name, date of birth, social security number, telephone numbers, last known address, account number, and balance due, will be provided to the contractor for these delinquent accounts.
- Responsible for assuring the compatibility of the data files and transmittal medium from the billing company to the contractor’s computer system.
- Provide all tested and working software, hardware, technical support, and system maintenance associated with the debt collections process.
- Provide complete and uninterrupted data back-up with data recovery.
- Responsible for providing the specific tools used to conduct skip tracing.
- Provide the district with an annual financial summary report as of June 30 (the district’s fiscal year end), including totals for receipts, net accounts receivable, total accounts receivable, and collection percentage.
- Maintain or have access to a national database of information to assist in tracing out-of-state debtors and tracking of debtor assets as necessary.
- All court costs and other expenses of litigation shall be advanced and paid for by, and be at the risk and expense of, the consultant.
