The Vendor is required to provide all personnel, labor, tools, equipment, supplies, transportation, licenses and/or permits, and insurance necessary to perform debt collection services for the department.
- Provide debt collections services on an "as needed basis" when requested by the department. Debt collections activities shall occur seven (7) days per week during hours established by the Contractor, except on State holidays.
- Provide for the collection of delinquent fees, cost recovery programs, unpaid fees and damages.
- The service shall be performed at times and days, as identified by the Contractor (on a case by case basis for each delinquent debtor).
- Collect the delinquent fees, cost recovery programs, unpaid fees and damages in a timely manner, including filing legal actions when attachable assets
- Provide collection services in accordance with the most recent federal and state laws and regulations pursuant to, but not limited to, the fair credit billing act and federal equal credit opportunity act, and comply with all provisions of the debt collection practices act.
- Maintain maximum-security control to prevent any unauthorized use of the past due accounts.
- Contractor shall not inappropriately use or release personal information, and shall provide safeguards to ensure the information is protected from inappropriate disclosure.
- Provide for security in the areas of handling, storage, and shipment of any documents or records pertaining to the contract, which must be safeguarded to guarantee the integrity of the security features.
- Contractor agrees to take full responsibility for documents, records, and security devices in the collection office(s).
- After the initial telephone contact or attempt, a credit report is automatically generated.
- Contractor shall have records which include information on debtor's property ownership, marriage and divorce, probates, name changes and criminal indexes.
- Contractor shall provide access to their attorney when filing legal actions against delinquent accounts.
- The ability to prepare, present and successfully argue trial appearances.
- Inactive accounts shall continue to be skip-traced monthly in order to re-establish contact or locate assets.
