Data Collection Services

The Vendor is required to provide data collection services for include:
•    The chosen consultant must have demonstrated competencies in rating pavement utilizing the PASER and inventory based rating (IBR) rating systems and the use of road soft laptop data collector software. 
•    The consultant will provide either one or two trained or certified raters per council rules. Consultants must provide own vehicle. 
•    The consultant will coordinate with local road entities 
•    Arrangements must be made to accommodate their schedules. 
•    The consultant will need to communicate with local road agencies if weather or road conditions make rating roads not feasible. 
•    Consultant will work with local agencies to coordinate schedules to assure all roads are rated within the contract. 
•    Eligible costs include labor for raters, vehicle use, ferry tolls, bridge tolls, and other approved project expenses. 
•    Meals are not reimbursable while rating the non-federal aid network. 
•    Raters must be trained or certified in 2023, 2024, 2025, or 2026 through pavement surface evaluation and rating (PASER) training provided by technological university. 
•    Raters must comply with all council rating requirements. 
•    The target schedule of the performance of the condition ratings is May to September 2026 for county. 
•    County will be rated starting in October 2026. 
•    All rating will be done in accordance with council rules and regulations. 
•    The chosen consultant must download LDC software from the road soft website to a consultant -owned laptop capable of running the software.
•    Agency will provide the consultant with an LDC export of a road soft filter that includes all pavement segments to be rated. 
•    Pavement ratings shall be completed using the roadway segments provided in the road soft export file supplied by agency. 
•    Consultants shall not modify segment limits without prior approval from agency. 
•    The consultant shall rate all road segments utilizing the PASER or IBR rating system, input data to the laptop data collector utility (LDC), and create an export file daily. 
•    The consultant must review all work for completeness before transmitting files to agency. 
•    The consultant will propose a quality assurance process to be reviewed and approved by agency prior to commencement of work to assure seamless transmittal of data. 
•    The consultant must have a plan and process to field review a statistically significant group of segments. 
•    The consultant review team will gather PASER ratings, number of lanes, and surface type information. 
•    The new PASER data will be compared to the original data collected as part of the delivery process. 
•    A portion of the last payment will be withheld until the data checks and validation are complete. 
•    Agency expects that any data errors are corrected prior to final submission that may include re-collection of data if necessary. 
•    The cost of any re-collection of data due to errors will be the consultant's responsibility. 
•    Once all segments have been rated and quality control performed, all export files shall be sent to agency using an online method agreeable to both parties and as specified in the schedule. 
•    Agency will review, perform quality control, and then approve the submitted files. 
•    The consultant will then be eligible to be reimbursed for expenses submitted by September 30, 2026 for county.
