The Vendor is required to provide delinquent tax collection services for include:
• Enforce by suit, or otherwise, the collection of all delinquent taxes, penalty, and interest owed to college.
• No suit shall be filed to collect a tax on real property unless a title search has been conducted on the property.
• Before filing a delinquent tax suit on real property, the attorney shall provide the collector with a copy of the title search that has been completed on the property
• The designated tax collection entity for each county shall furnish all necessary delinquent tax information to the awarded firm.
• The awarded proposer shall determine the name, identity and location of necessary parties and procure necessary legal descriptions of property and recover the costs of obtaining such information.
• Advise hidalgo county tax assessor-collector’s office and county tax assessor-collector’s office of errors, double assessments, and other discrepancies coming under observation during the progress of the work, including exchange of information developed about property owners, the property, and any other information that may assist the tax assessor collector in collection and foreclosure on property with delinquent taxes;
• Intervene on behalf of college in all suits for delinquent ad valorem taxes filed by any other taxing unit or attorney on property located within in boundaries.
• Prepare quarterly delinquent tax collection progress reports to college, including reports on property sales and re-sales and upon request make presentations before the college’s board of trustees.
• Provide legal assistance and opinions to college and the tax assessor-collector regarding any problems involving ad valorem taxes within 5 to 10 working days.
• Provide a website and posts tax sale property listings for the benefit of the public and provide internet accessible property tax sale and resale information over the internet.
• Provide your 1-800 telephone number for customer service and include the number on all correspondence to delinquent tax accounts
• Prepare and send notices to delinquent taxpayers to foreclose tax liens and otherwise facilitate collection of delinquent taxes.
• Shall sell all properties seized or ordered sold pursuant to foreclosure of a tax lien.
• Properties shall be sold in accordance to the state property tax code.
• All properties struck off under the county’s name or any other taxing jurisdiction that the college collects for shall be re-sold in accordance with the state property tax code and at no additional cost to college.
• Shall be able to receive payments for delinquent taxes over the internet with the use of credit cards and over the counter with the use of the credit cards and ability to use the internet bank charge system.
• Must have or obtain computer hardware and software that is compatible with the tax assessor collector’s office within thirty (30) days of the awarded contract;
• Advise college on legal issues that arise in the process of delinquent tax collection and any other legal services offered;
• File claims and represent college in all delinquent taxes involved in bankruptcy and federal agencies, correlating all college representation with college legal counsel and evaluation committee at no additional expense to college;
• Act as an agent for college in performing a taxable value audit;
• Act on other delinquent ad valorem tax issues that may come up, but are not specifically addressed in this packet.
• Provide additional services as the tax assessor and collector may deem advisable to expedite and enhance the collection of delinquent taxes;
• Providing such additional services as the college board of trustees may deem advisable to expedite the collection of delinquent taxes.
