Automated Pavement Condition Index and Asset Data Collection Services

The Vendor is required to provide automated pavement condition index (PCI) and asset data collection services, which include documenting the state and location of right-of-way facilities such as road pavement, sidewalks, signs, and markings.
- Collected information will be published in the City's geographic information platform (ArcGIS) and referenced for transportation project planning and right-of-way analysis. COT maintains a paved road system with approximately 1,300 centerline miles and lane miles not exceeding 2,800.
- Provide an Asset Collection Work Plan (ACWP) that indicates information such as methodology, software, tools, personnel and a schedule that indicates approximate dates when and where survey vehicles will be in the right-of-way.
- Include references for other customers for whom similar work exists, is planned, and describe how schedule conflicts will be resolved.
- Provide a Data Dictionary summarizing the attributes and domains used to determine asset conditions. Data should be structured according to Esri's current standards and versioning requirements, with metadata that includes information on the source, accuracy, and relevant terms of use or limitations.
- Provide a Data Quality Management Plan (DQMP) that indicates the criteria and processes for ensuring accuracy and repeatability. DQMP should, at a minimum, include a reference to the following:
• Methods and processes for equipment calibration.
• Data sampling, review, and checking processes.
• Error resolution procedures and data acceptance criteria.
- Provide an initial Calibration Verification Report (CVR) of approximately one center lane mile. No additional data shall be collected until a City representative approves, in writing, the accuracy of the CVR.
- Provide Field Data for each asset in ArcGIS, KML and Excel.
- Provide a Data Quality Control Report of each asset's quality control issues and data exceptions.
