The Vendor is required to provide voter information guide printing and mailing services.
- Each voter information guide is unique to the voter’s ballot type and therefore the variation in voter information guides depends on the election.
- Provide printing, assembly, and mailing of voter information guides of varying ballot types to all active registered voters in County, within a governed and strict timeline. Paper copies will be mailed to all active registered voters who have not opted to receive their voter information guide electronically.
- Provide, as necessary, additional supplemental voter information guides after the initial mailing to active registered voters with the option of mailing supplemental postcards as determined by the County
- Provide sample ballot pages in optimized electronic versions of all ballot types and languages which are WCAG 2.1 Level AA accessibility compliant PDF’s and in accordance with Title II of the Americans with Disabilities Act web and mobile app accessibility
- Provide an electronic submission website/portal that can be used by ROV staff, candidates, cities, and special districts for submitting candidate statements and measure text.
- Minimum 27-30 pound weight (or equivalent) white recycled printers’ newsprint or 20 pound weight white bond for digitally printed smaller quantities.
- These files also contain other information related to the elections such as political parties, election headers, contest information, facsimile id for ordering, etc.
- The contests in ballot type identify each contest in a ballot type along with the order, political party, partisan flags, and ballot titles. These are used to assemble all the pages, excluding sample ballot pages (voting pages) and filler pages.
- General and Primary Combined voter information guide format are built with all contests going to the election (regardless of ballot type).
- Primary Election guide format is built with all contests including all political party nominated offices that make up an individual ballot type.
- These guides shall be string-tied or paper banded in bundles of 25, 50, or 100 boxed.
- Boxes are to be clearly identified by ballot type and language and include delivery receipt with quantities by ballot type.
- The election schedule will generally require expedient addressing and mailing of voter information guides; 24- hour turnaround preferred from time of receipt of voter information guides from Contractor and/or the ROV.
