The Vendor is required to provide CEIS, including workforce development (WD) services, to persons with disabilities facing barriers to employment in the county area.
- Among these services is career, employment and information services (CEIS), which facilitate the development of a skilled workforce.
- This includes the delivery of employment and training programs and services designed to connect persons with multiple barriers to the labor force.
- support Persons with Disabilities facing multiple employment barriers such as disabilities, transportation, housing instability, food insecurity, low income, and the need for accommodations either in the workplace or to participate in Services.
- Services include:
• Assisting individuals to assess their strengths, abilities and skill development needs;
• Assisting individuals to learn about the labor market, occupational choices, work search and career planning;
• Encouraging individuals to make well-informed decisions about their education, training and career goals;
• Assisting individuals to develop an action plan that matches individual career and employment needs and goals;
• Supporting and assisting individuals in managing transitions from school to work/work to school and within the labor market;
• Establishing, delivering and maintaining quality labor market information services within local communities;
• Encouraging individuals to engage in self-directed activities such as self-assessment and accessing a wide range of labor market, career and educational information services;
• Supporting clients through workforce development services that provide skill development, work based learning and work simulation, and direct connections to employment; and/or
• Connecting clients to community resources through service navigation, ensuring access to wraparound supports that address barriers to employment and promote life stability.
• Current, timely and quality local labor market information, trends and resources;
• Government and community resource information and services;
• Career, occupational, employment, business and educational resources and services to help individuals achieve career, educational or employment goals;
• Authorized officials who assist individuals in work search, accessing community resources, career planning, and making informed career, employment, learning and business decisions;
• Opportunities to gain skills to be successful and self-reliant, improve employability and achieve employment outcomes; and
• Additional funding for exposure courses and/or employment supports.
• Is individual-focused and service-oriented, offering self-serve services, resources and access to authorized officials for supported navigation of resources.
• May be physically located in a community setting or may serve a community through remote or virtual delivery.
• Must meet appropriate accessibility standards (e.g., accessible by persons with disabilities).
• Links clients to relevant community services and ensures those supports align with their overall employment journey.
• Provides consistent, ongoing support and guidance throughout the client’s engagement with the program.
• Focuses on the whole person by helping address personal, social, and systemic challenges that affect employment readiness.
• Works to identify and reduce non-employment barriers that stand in the way of progress.
• Acts as a champion for the client within the broader support network, ensuring services are responsive to their needs.
• Maintains ongoing contact with clients for up to 12 months after they’ve secured employment, helping to support job retention and stability.
