The Vendor is required to provide workforce development and employment services to individuals returning from incarceration.

- Provide targeted employment support, including job readiness training, career counseling, job placement, and access to workforce development or skills-based training programs.
- Services should equip participants with the tools needed for successful job searches and long-term career advancement.
- A strong emphasis will be placed on engaging high-risk individuals impacted by community violence and incarceration.
- Organizations should demonstrate experience working with justice-involved populations and delivering trauma-informed, equity-centered services.
- Target Population
• Individuals who have been incarcerated and are returning to state.
• Adults aged 18 years and older.
• Individuals who are facing barriers to employment due to their criminal history.
- Program Components
1. Assessment and Intake
• Conduct initial assessments to determine the needs, skills, and barriers faced by participants.
• Develop tailored reentry employment plans for each participant.
2. Job Readiness Training
• Provide workshops on essential skills such as resume writing, interview techniques, and job search strategies.
• Offer training in soft skills, including communication, teamwork, and conflict resolution.
• Ensure participants receive education on their rights as employees.
3. Technical and Vocational Training
• Specialized training programs must be offered in high-demand industries (e.g., construction, hospitality, healthcare, technology).
• Programs should include hands-on experience and certifications where applicable.
4. Job Placement Services
• Assist participants with job placement efforts, including but not limited to outreach to local businesses willing to hire returning citizens.
• Establish partnerships with local employers and industry organizations to facilitate job placements.
5. Ongoing Support
• Provide case management and follow-up services to support participants for at least six months post-employment.
• Facilitate access to additional resources, such as housing assistance, transportation, and mental health services.
