RFP Description

The Vendor is required to provide strategic and operational HR expertise to agency as it transitions to an independent transit authority.
- Consulting partner(s) will work collaboratively with agency human resources and workforce development leadership to build the foundational systems, processes, and programs needed to support a high-performing and future-ready workforce.
- Services will include, but are not limited to, HR infrastructure and policy development, position classification, talent acquisition, employee relations, compensation and compliance alignment, and workforce planning. 
- Consultants will also design and deliver workforce development initiatives, including training, leadership development, and performance management programs that promote engagement, retention, and career mobility.
- The workforce supporting these operations includes approximately 600 City employees and 725 employees managed through a contracted transit management company — totaling a workforce of roughly 1,325.
- General Human Resources Infrastructure Support:
•    HR Administration, Payroll, & Policy Development: HR policies, SOPs, employee handbook development, and payroll coordination support. Deliver payroll coordination and administrative support to ensure accurate, timely, and compliant payroll processing, including system set up, process documentation, and integration with related HR functions.
•    Position Design & Classification: Job descriptions, competencies, exempt/non-exempt classification, and career pathway design.
•    Talent Acquisition & Recruitment: End-to-end hiring support, employer branding, candidate screening, assessments, and background checks.
•    Employee Relations: Conflict resolution, mediation, employee engagement surveys, and exit interview processes.
•    Strategic Workforce Planning: Succession planning, organizational restructuring, and professional development infrastructure.
•    Compensation & Retention: Competitive pay studies, incentive design, and market alignment strategies.
•    HR Technology: Support with HR systems utilization, workforce analytics, and reporting.
•    Legal Compliance: Review and alignment with all applicable federal, state, and local employment laws; HR audits; documentation; and coordination with outside counsel as needed.
- Organizational Development & Change Management
•    Organizational design, restructuring, and change management facilitation.
•    Culture and engagement assessments, focus groups, and recognition program design.
•    Leadership and team alignment facilitation.
•    Process improvement and organizational effectiveness consulting.
•    Workforce analytics, forecasting, and readiness assessments.
•    Rewards and recognition program design and implementation.
•    Strategic Planning, retreat and workshop facilitation.
•    Board development and practices
- Training and Workforce Development Services
•    Core and soft skills training (communication, conflict resolution, collaboration, supervision, etc.).
•    Skills development and training for transit industry (de-escalation, customer service, ADA, project management, drug and alcohol, reasonable suspicion, etc.)
•    Leadership effectiveness and team development programs.
•    Workforce advisory services, skill gap analysis, job readiness assessments, and apprenticeship management
- Coaching & Team Effectiveness
•    Individual coaching for leaders at all levels, including executive onboarding and transitions.
•    Team coaching and facilitation to improve communication, trust, and alignment.
•    Team retreats and strategy alignment sessions.
•    Development of coaching plans with measurable outcomes and reporting.
