Independent consultant to conduct a thorough assessment of its Human Resources (HR) and Risk Management functions. The scope includes evaluating organizational effectiveness,
workforce readiness, compensation structures, and the alignment of HR strategies with the District’s overall goals.
- The selected consultant will perform a comprehensive review of all HR and Risk Management operations within the District. This will include an analysis of organizational structure, staffing levels, existing processes and systems, service delivery models, and overall workforce readiness. The consultant will also conduct a districtwide classification and compensation analysis and deliver a detailed, actionable strategic roadmap for implementation.
- The consultant’s engagement must result in objective, data-driven recommendations to enhance organizational effectiveness, increase operational efficiency, strengthen employee services, support workforce planning, optimize compensation and risk management practices, improve data utilization, ensure regulatory compliance, and build sustainable departmental capacity over time.
- Consultant shall use an approach appropriate for a large Texas public school district and shall, at minimum:
• Review relevant organizational charts, staffing data, job descriptions, salary schedules, policies, procedures, reports, workflows, claims or risk data, systems information, and other District-provided records.
• Conduct interviews, surveys, focus groups, or working sessions with District leadership, HR and Risk Management staff, supervisors, campuses, departments, and other approved stakeholders.
• Analyze staffing, workload, service delivery, organizational design, compensation, systems, processes, controls, data, and performance measures.
• Benchmark appropriate practices and compensation information against comparable school districts and other relevant K–12 or public-sector organizations.
• Validate material facts with designated District staff while maintaining independent professional judgment.
• Provide specific, practical recommendations supported by evidence, stated assumptions, estimated resource needs, and measurable outcomes.
