Preadmission Screening and Resident Review Services

The vendor is required to provide preadmission screening and resident review (PASRR) evaluations will be to shift emphasis to preadmission screenings.
- Evaluate nursing facility applicants or recently placed residents who may have mental illness to:
• Ensure that mentally ill individuals, who are screened for need of specialized services as detailed in 42 cfr 483 prior to skilled nursing facility placement, are appropriately placed for the level of care needed; and; 
• Establish psychiatric diagnosis for mentally ill individuals and recommend mental health services needed while in the nursing facility.
- Evaluate existing nursing facility residents who currently exhibit symptoms of mental illness, or who have been diagnosed to have a mental illness, or otherwise meet PASRR evaluation criteria as detailed in 42 cfr 483, in order to:
• Determine if the resident needs specialized services for mental illness and require the level of service provided in a psychiatric inpatient facility, or mental health residential treatment facility; 
• Recommend mental health services needed by the resident while in the nursing facility; and 
• Determine and document the need for follow up review of individuals who receive initial PASRR level ii evaluations.
- Provide guidance to other contracted PASRR evaluators on what treatment should be considered, and to take into context that transfer for a SNF is a major stressor that can cause manifestation of disease.
- Provide clinical guidance that will be passed on and reviewed with the evaluator by authority PASRR program staff.
- Assist authority in ensuring that all other PASRR evaluators (contractors and subcontractors) maintain adherence to standardized clinical expectations during documentation and in their treatment recommendations.
