The Vendor is required to provide to obtain comprehensive background screening services that enable department and the agencies with executive order.
- The Background Screenings that include:
• Multilingual capabilities to enable detection and analysis of below items related to foreign adversaries.
• Verification of identity (may include citizenship in, close and continuing connections [including associates] to, previous residence in, and/or previous military service in a foreign adversary nation, as well as use of communication, professional, or social media applications owned or operated by foreign adversaries, behavioral and ethical vulnerabilities placing employees at risk for targeting by foreign adversaries, etc.).
• Review of state, national, and international criminal history.
• Verification of employment (ex: past employment with or secondary employment to foreign adversaries or their subsidiaries, employment with companies headquartered in foreign adversary nations, employment of associates with these entities, etc.).
• Review of educational enrollment (to include current or past enrollment, research affiliations, research funding, academic publications or other academic associations at educational institutions located in or associated with foreign adversaries).
• Review of financial indicators such as bankruptcy liens, foreign bank accounts, and foreign land ownership identification of foreign travel, affiliations, or connections to foreign adversaries.
• Use methods to score and assess risks related to espionage, foreign influence, IP theft or other risks (may include algorithms or analyst-driven tools for profiling risk based on travel history, foreign engagement, and other information.
• Ability to provide real-time and ongoing monitoring (allow for continuous review for emerging indicators tied to foreign adversaries such as arrests, foreign travel, financial connections, etc.)
• Able to access advanced data sets and use commercially available, proprietary, and open-source information, to include but not limited to deep and dark web, and access to information and data from inside foreign adversaries.
• Handle information in accordance with established laws and guidelines, to include safe and secure storage and dissemination of information.
