The vendor is required to provide background screening and drug screening, i-9 form electronic management and storage, and E-Verify.
- The following services for prospective employees, contractors, or volunteers:
• Perform data entry of the fair credit reporting act (FCRA) or background check forms.
• Service provider should also offer the option to permit the perspective employee or volunteer to enter the information into the system on-line.
• Background screening services for each prospective employee, contractor, or volunteer which may include any or all of the following:
1. Regular basis:
o Social security number (SSN), verification and validation.
o Name and address trace.
o Date of birth.
o Criminal records, check for seven (7) years including appropriate county, state, and federal bureaus.
o Current residence and, for criminal history, previous residences for up to seven (7) years prior.
o Driving record, lifetime for criminal history and DUI and DWAI charges and convictions, including out of state.
o Pre-employment drug screening
o Driving record, for moving violations, minimum of three (3) years, however it is the city’s preference to provide up to seven (7) years history.
o Motor vehicle license(s), validity of currently-held.
o Risk management, scan for inconsistencies in personal history to help identify potential fraudulent or misrepresented information.
2. Periodic basis:
o Employment verification, current and two previous employments as applicable, up to seven (7) years history.
o Credit information, up to seven (7) years history.
o Public records, relating to financial history.
o Professional license(s), verification and history.
o International criminal history searches
o Random drug testing
• Electronic processing and storage of i-9s and E-Verify integration
o Electronic i-9 form management
o Electronic i-9 storage
o Auditing and compliance
• Authorized users
o Human resources will designate the names of people who shall serve as the city’s primary authorized users.
o Authorized users must be approved in writing by appropriate city primary authorized user.
o Human resources will designate certain authorized users as restricted to obtaining motor vehicle driving record and department of employment verification only.
• Any driving related reporting must be reportable separately from any other information.
• Periodic screening services may be requested in any area specified above, or in additional areas, on a case-by-case basis, including the handling of state specific forms.
• Perform an initial consultation with a human resources representative only for screening results concerning prospective employees, contractors, or volunteers, meeting specific criteria as outlined by the city.
