IT Planning and Delivery Services

The Vendor is required to provide IT planning and delivery services in various disciplines to support short-term projects.
- Planning Experience and Expertise:
• Corporate Profile and overview including a description of the respondent’s knowledge, skills, expertise, and relevant experience with the provision of the Deliverables.
• A clearly defined project organizational chart, indicating how the proponent intends to structure its working relationship with the County. The organizational chart and related written descriptions should clearly depict the individuals, roles, responsibilities, and the authority of the proposed project team, including the identification of whether each team member contributes to the pre-sales or fee-based service delivery portions of the services.
• An overview of proven experience in providing Municipal IT planning services that support IT service strategies.
• An overview of its digital transformation expertise to support the execution of establishing an organization wide multi-channel and customer centric service delivery model focusing on increasing maturity of digital service delivery.
- Web Development and User Experience:
• Creating responsive web pages (HTML, CSS, JavaScript, and PHP) launched from WordPress content management system to achieve small-form-factor web and application browsing for a rich online experience with either low-code Microsoft Platforms or commercial off-the-shelf application presentation or integrations.
- Business Process Automation:
• Techniques for modernizing business processes using low-code Microsoft platform technologies. Ability to perform process automation through good practices in data management, integrations to re-use data and provide business intelligence and analytical capabilities.
• Microsoft Azure AD B2C Integration:
oExpertise in implementing Azure AD B2C for single sign-on (SSO) solutions.
oAbility to configure and manage user flows and policies in Azure AD B2C.
• Microsoft 365 and Dynamics 365 Integration:
oProficiency in integrating WordPress with Microsoft 365 services (e.g. SharePoint, Power BI, and Outlook).
oExperience with Dynamics 365 systems
o Knowledge of Graph API for seamless data integration
• Commercial off-the-shelf (COTS) application integrations
oAbility to use middleware and APIs for data synchronization and process automation.
oFamiliarity with data entities and integration patterns for Dynamics 365
- Change Capability and Capacity:
• A description of the organization’s approach to managing projects, changes and supporting business in their request to modernize our organizations service delivery model.
• Providing innovative assurances that deliverables and project-based changes maximized change management and quality assurance activities (e.g.: requirements, product testing, architectural standards alignment) that result in high-quality outputs or products.
• A clear demonstration (quantity of resource-types) of the ability to provide support capacity;
• Key team member experience and qualifications with Curricula vitae / Resume for each team member that includes relevant project experience and their role and responsibilities on such projects.
