The vendor is required to provide IT strategic plan for the municipality to establish a road map for IT operational and capital expenditures over the next five years.
• Digital service delivery enhancement (transition the municipality toward a citizen-centric digital government model by developing and deploying rich, user-friendly online services.
• This includes enabling secure online permit applications, service requests, digital forms, and real-time service tracking accessible across all devices)
• Cloud adoption strategy (propose the municipality’s high-level approach to using cloud computing to achieve its goals including objectives, models, migration plans, governance, financial planning and security frameworks)
• Enterprise architecture modernization plan (make recommendations to redesign the municipality’s core IT architecture to transition to a cohesive, scalable, enterprise environment that includes consolidation of systems and integration of data platforms to support decision making and cross-departmental collaboration).
• Recommendations should also be provided concerning department specific technology for specialized items not currently supported directly by the IT division, as well as a clear responsibility tree for both the subject department and the corporate IT division.
• AI strategy (recommend AI and machine learning solutions that can automate repetitive administrative processes, streamline workflow management, and provide AI-assisted customer service solutions such as chatbots, intelligent ticket routing, and predictive analytics for service planning
• Cybersecurity and resilience framework (a robust adaptive cybersecurity architecture to protect critical municipal infrastructure against an evolving threat landscape that includes sophisticated adversaries and nation-state actors)
• IT governance, data strategy, and capacity building plan (incorporate a strategic approach that embeds data-driven insights and processes into the overarching IT strategy, with a strong emphasis on ensuring data quality, accessibility, and usability to support informed decision making and enhance operational efficiency) financial plan (work with west town administration to develop a realistic yet reasonably aggressive capital and operating plan, including resourcing requirements (internal and third party) to deliver the recommendations of the master plan).
• The plan should also assist in identifying potential costs and funding strategies that align with these objectives and summarize activities that should be undertaken to implement the plan and prioritization of each activity including breakdown of cost, funding analysis and return on investment.
• Presentation of IT strategic plan report - the consultant will present the draft master plan to senior leadership team (SLT) and, upon incorporating feedback, subsequently to council.
• The presentation to council will come in two components, a closed session report on security and architecture recommendations, and an open session report on the remainder of the plan.
