RFP Description

The Vendor is required to provide IT autonomy feasibility study to assess the present state environment and develop a roadmap, including costing, timelines and risk analysis, if the agency was to move this area of ITs operations “in-house”.
- Objectives
•    Evaluate the current IT and business infrastructure used within academic activities, including considerations around systems, integrations, workflows and governance; 
•    Assess technical and operational dependencies on the university; 
•    Identify gaps, risks, and opportunities related to transitioning to autonomous operations (including considerations regarding data sovereignty); 
•    Deliver detailed costing estimates, implementation timelines, and risk mitigation strategies for achieving autonomy; and 
•    Provide a high-level roadmap outlining required systems, processes, staffing and governance changes.
- Requirement:
•    Review existing IT infrastructure, applications, databases and integrations;
•    Analyze business process related to academic activities (including but not limited to student registration, academic records and course management);
•    Document all academic dependencies on university systems and services;
•    Evaluate data management practices, security, privacy and compliance requirements for the industry;
•    Identify gaps between current capabilities and those required for autonomous operations;
•    Assess technical, operations, staffing and governance gaps;
•    Recommend system architecture, platforms and tools required for autonomy;
•    Propose business process redesigns where necessary;
•    Provide recommendations regarding data migration and integration strategies;
•    Provide detailed cost estimates for all solutions, including software, hardware, implementation and ongoing operational costs for those solutions deemed most feasible;
•    Identify risks associated with the transition and ownership of these systems and business processes; and
•    Recommend mitigation strategies and contingency plans where appropriate.
