The vendor is required to provide in all areas of employee and labor relations happenings include:

• Workforce training and organizational development
- Meet with and present to the board of directors, management staff, and bargaining unit representatives
- Attendance at board meetings, hearings, and labor negotiation meetings, as needed
- Act as chief spokesperson and chief negotiator on behalf of county during contract negotiations, meet and confers, and matters governed by the employer-employee relations policy and/or the act.
- Provide expert guidance to board of directors, executive and HR/labor staff, and county management regarding legal matters related to employee and labor relations and employment law
- Develop and propose strategies for employer-employee relations and legal matters
- Advise county leadership and the board of directors on the possible impacts/outcome of actions and options
- Attend planning meetings, closed sessions, public meetings/hearings, and meetings with county representatives regarding employee and labor relations matters
- Assist in the development of management proposals and positions
- Consult and provide written consultation notes/memos, as requested
- Assist in the design of employee benefit plans and related strategies
- Consult with staff on grievance handling and conflict and complaint resolution
- Advise county on industry trends, best practices, and changes to employment laws and regulations
- Act as an advisor and provide representation regarding administrative and legal matters, including lawsuits, alleged violations, public employment relations board (PERB) issues, fact-finding, workers’ compensation cases, and employment appeals procedures (e.g., administrative law judge appeals hearings)
- Conduct research, draft reports, and distribute formal communications related to and in support of assigned employee and labor relations matters
- Respond in a professional and timely manner to county staff and officials, maintaining availability during business hours and as needed in support of emergent matters
- Meet with designated staff to define goals and operational needs in preparation for negotiations
- Draft formal labor relations correspondence, including proposals
- Conduct and conclude employee investigations without delay, generating all applicable reports for county and in response to the state agency.
- Provide consultation and assistance with grievance handling, disciplinary appeals, conflict resolution, policy violations, internal investigations, disciplinary processes, workers’ compensation matters, and in response to alleged violations
- Assess and analyze surveys (e.g., total comp surveys)
- Assist in the formation and preparation of cost analysis of management and union proposals
- recommend and provide legal counsel on personnel actions.
