The Vendor is required to provide legal counsel, advisory services, and representation in support of agency, governance responsibilities, business operations, and compliance obligations to the board.
- Legal services for both general counsel and labor and employment services.
- Reasonable phone response times when attempting to contact attorneys and staff of the legal firm.
- Transportation-related legal matters including, but not limited to:

• Government relations law
• Public meetings and open records laws
• Federal transit authority rules and regulations
• Real estate and property laws
• Realty development
• Environmental regulatory compliance
• Rail related topics
• Property development
• Electronic media
• Railroad easements and rail corridor transactions;
• Right-of-way acquisition, management, and disposition;
• Utility crossings and occupancy agreements;
• Property licenses and encroachments;
• Federal and state transportation regulations;
• Real estate negotiations involving public infrastructure assets;
• Board and federal transit administration (FTA) requirements related to rail property and federally funded assets.
