Consulting Services

The vendor is required to provide that consulting services a two-speed, ac motor, motion control.
- The elevator system is not equipped with emergency recall, in-car emergency service operation, or emergency power operation.
- The existing car cab finishes consist of raised laminate walls, eggcrate ceiling, and hard ceramic flooring.
- Tactile plates identifying the floor on the hall jambs and the car does not chime appropriately. the penthouse has a thermostat-controlled heater, but no cooling.
- The owner intends to consider the following to ensure continued reliable service and ease of equipment serviceability:
• Replacement of the control system with a newer non-proprietary microprocessor-based system, replacement of the machines and motors, replacement of the door operators and associated equipment, and replacement of the fixtures and wiring.
• Cab and fixture upgrades including emergency lighting, hall and car pushbuttons, service panel and switches, tactile markings, digital position indicator, integrated hands-free telephone, cab refurbishment and necessary barrier-free upgrades.
• Machine guarding as per TSSA and mol regulations for electrical and pinch hazards.
• Necessary electrical and mechanical/HVAC upgrades
- Services:
• The consultant is to:
o Investigate the elevator and accompanying systems, including but not limited to:
o A review of the elevator assessment report prepared by rooney, irving & assoc. ltd.,
o A review of the TKE elevator renovation proposal for information purposes
o A review and analysis of all existing documents, drawings, owner’s records, condition assessments, and current maintenance contract.
o A site visit to review and analyze the in-cab components, top of cab equipment, door operators and door hardware, hoist-way components, pit steel components, sump pits & pumps, machine room components and other elevator components to verify and confirm necessary modernization upgrades.
o Provide a summary of recommended repair and replacement options to the owner and owner’s representative including order-of-magnitude cost estimates for each of the repair or replacement options presented.
o Meet with the owner and owner’s representative to present the findings and decide which options to proceed with design.
o Determine and provide all necessary subject matter experts for the work that needs to be completed. proponent to determine whether that is in house or provided by a subconsultant
o Assist owner in managing the elevator maintenance contract during the project
• The consultant is to prepare detailed construction drawings, specifications, and documents suitable for building and other required permits including, but not limited to:
o Mechanical and electrical connection details
o Structural mounting provisions
o Full detailed construction specifications
o Miscllaneous details as required including, but not limited to:
o Coordinating design details and specifications with equipment manufacturers
o Coordinating design details with sub-consultants
o Tender designs for review by the owner at the 90% completion stage
o Class b cost estimates at the 90% design completion stage
• Tendering:
o HSC will manage all tendering to contractors.
o During the tendering phase, the consultant is to:
o Attend a site briefing for contractors
o Respond to questions and provide supporting documentation, as required, for any necessary addenda to the drawings and specifications
o Provide design revisions should constructability issues arise
• Construction review and contract administration
o The consultant is to:
o Prepare all required permit applications for authorities having jurisdiction.
o Participate in a pre-construction kick-off meeting to outline phasing, schedules, and overall construction methodology.
o Review and approve shop drawings and other information necessary for the process of construction.
o Provide periodic on-site representation and review to ensure the work of the contractor conforms to the drawings and specifications.
o Conduct site reviews at intervals during construction dependent of the project stage and progress.
o Record the results of the site reviews in site review reports that are to be distributed to the owner, contractor, and authorities having jurisdiction.
o Oversee the correction of any deficiencies that are identified in the site review reports.
o Conduct construction site meetings during which disputes, if any, are resolved, questions are answered, and clarifications are provided in a timely manner. take minutes of the meetings and distribute to stakeholders.
o Report all health and safety concerns related to the contractor’s execution of the work to the project manager.
o Review monthly progress payment requests from the contractor for accuracy, report any concerns with the values claimed to the project manager, and issue appropriate payment certificates once claimed values have been agreed upon.
o Process site instructions, contemplated change orders, and change orders.
o Participate in the commissioning of the new equipment and ensure that all associated documentation is complete and accurate.
o Ensure site staff are trained on all new equipment.
o Participate in project close-out inspections and provide sealed written reports confirming that the completed project meets the design criteria
o Ensure the contractor fulfills their commitment to providing final project submittals in the form of ‘as-constructed’ drawings, warranties, and maintenance manuals.
o Ensure that the contractor has completed all requirements outlined by authorities having jurisdiction (ESA, TSSA).
o Certify substantial and total performance of the contract.
