The Vendor is required to provide consultants to conduct a comprehensive organizational assessment and benchmarking study for its environmental monitoring and technical services (EMTS) division.
- The EMTS Division conducts scientific monitoring to optimize treatment processes and ensure compliance with environmental and public health standards.
- EMTS personnel are located in laboratories responsible for analyzing: (1) process control samples to aid with drinking water, recycled water, and wastewater treatment plant operations, and (2) regulatory samples to determine if drinking water, groundwater, reservoir water, recycled water, wastewater effluent, and receiving waters meet regulatory standards.
- Laboratory branch:
• Marine Biology: Analyses to monitor the ecological impact of wastewater discharge into marine environments.
• Reservoir Biology: Analyses to monitor the health and condition of the City’s reservoirs and the ecological impact of Pure Water discharge.
• Microbiology: Analyses to (1) assess bacterial concentrations in drinking water samples to ensure the integrity of the City’s drinking water supply, and (2) assess bacterial levels, harmful microscopic organisms, and toxicity in receiving water samples (both freshwater and marine) and storm water to protect human health and the environment.
• Environmental Chemistry (wastewater), Water Quality Chemistry (drinking water), and Pure Water Chemistry (purified water): Analyses to support drinking water, recycled water, and wastewater treatment plant operations, as well as to determine regulatory compliance across water and wastewater samples. - Compliance and Business Services Branch:
• Permits & compliance: management of national pollutant discharge elimination system (NPDES) permits, air quality permits, and storm water permits.
• Data management & quality systems: supports the adoption of state ELAP regulations, assesses data integrity, and prepares and submits regulatory reports.
• LIMS administration: maintains the laboratory information management system (LIMS).
• Administration & business support: centralizes budgeting, purchases, and contracts for EMTS.
• Industrial wastewater control program (IWCP): regulates the city's source control system by overseeing industrial discharges into the sewer system; the team conducts routine inspections, billing, and conducts local limits studies to maintain integrity of the wastewater treatment plants.
- Increase analytical redundancy and eliminate single points of failure.
• Develop a laboratory organizational structure that supports more than one (1) subject matter expert for each type of analysis (as is currently), accounting for the length of time and requirements to become certified.
• Reduce regulatory vulnerabilities caused by single points of failure when staff take leave or depart the Division.
- Increase efficiency.
• Streamline processes where practical to free up staff time for other critical duties such as data review and reporting.
• Determine whether there are underutilized positions in the Division that could be strategically transferred to other sections with greater need.
