The vendor is required to provide the town with environmental consulting services as described herein and provide advice on development-related matters.
- The third-party reviewer will act as an independent consultant and will report directly to the town.
- Review development proposals.
- Acting as third-party reviewer, assist town staff in preparing or reviewing terms of references for EISs:
• The town’s consultant will review the development proposal provided by the applicant, and the standard environmental impact statement (EIS) terms of reference prepared by the town or the applicant.
• The consultant will provide recommendations for amendments to the EIS terms of reference to ensure that all relevant issues are addressed.
• Review and identify additional criteria, data, and literature for evaluation of the proposal and preparation of EISs.
- Acting as third-party reviewer, review EISs submitted including:
1. Data, literature and evaluation criteria
• The town’s consultant will review and provide recommendations if necessary for additional existing data or new data to be acquired.
• The town’s consultant will also advise on additional existing literature and evaluation criteria relevant to the development proposal
2. Analysis of impacts
• The town’s consultant will review the summary of impacts and cumulative impacts of the development proposal and identify additional impacts or methods for conducting impact analysis (i.e., modelling).
• The consultant will review and evaluate any proposed alternatives and modifications to the development proposal, including land use type and development intensity, and identify additional development alternatives or modifications.
3. Mitigations, recommendation and conclusions
• Evaluate the analysis and the anticipated impacts of the proposal including cumulative impacts
• Evaluate and offer alternative development options
• Evaluate the proposed mitigations including the significance of the residual impacts
• Evaluate EIS recommendations and identify additional potential mitigation strategies
• Review and identify additional monitoring or study requirements
• Ensure all analysis, recommendations and proposed mitigations are compliant with applicable federal and provincial legislations and regulations. - Working with the town in a third-party reviewer capacity, the consultant should anticipate additional reviews of EISs should they be amended as a result of town and the consultant’s input and due to any proposed applicant changes
- The opportunity to revise the development proposal or the EIS may occur during the third-party review process.
- Develop and prepare EISs according to the town’s EIS policy for town of led projects that trigger an EIS in accordance with the town EIS policy.
