The vendor is required to provide from environmental consulting firms to provide environmental services.
- Dependent upon the project’s needs, firms may be requested to perform various environmental consulting services related tasks at different phases of design and construction.
- These services include but are not limited to:
1. Environmental planning and compliance
• CEQA services to ensure compliance with the state environmental quality act (CEQA) and national environmental policy act (NEPA) by preparing environmental impact reports (EIRS), initial studies (is), and environmental assessments (EA).
• Regulatory compliance assistance with permitting and regulatory requirements from agencies such as the state coastal commission, us army corps of engineers, and other federal, state local planning departments within the county bay area.
2. Biological and ecological
• Wildlife biologists – conduct surveys, habitat assessments, and prepare report for species protected under the endangered species act (ESA) and state endangered species act (CESA).
• Wetlands and riparian – evaluate potential impacts on jurisdictional waters and assist with obtaining permits from the us army corps of engineers, department and regional water quality control board (RWQCB).
3. Air quality and greenhouse gas (GHG)
• Air quality specialists – conduct air quality impact assessments including emissions modeling, to comply with state air resources board (CARB) and regional air districts
• GHG and climate change – evaluate carbon footprints, mitigation strategies, and climate change adaptation measures under sb32 and executive order b-55-18
4. Cultural and historical resource
• Archeologists and cultural resources specialists – conduct archeological and historical surveys, evaluations, and mitigation compliance with section 106 of the national historic preservation act (NHPA) and CEQA cultural resource requirements
• Tribal consultation specialists – facilitate consultation with native american tribes as required under ab 52 (CEQA tribal consultation)
5. Water resources and stormwater
• Hydrologists and water quality experts – assess stormwater runoff, drainage and flooding risks; ensure compliance with national pollutant discharge elimination system (NPDES) and municipal separate storm sewer system permits (ms4).
6. Noise and vibration
• Acoustical engineering – conduct noise and vibration impact assessments to comply with CEQA, local noise ordinances and Caltrans noise guidelines.
7. SUTAIN ability and energy
• LEED and sustainability – ensure compliance with CALGreen and assist with leadership with title 24 of the state building standards code.
