The vendor is required to provide consulting services for stormwater disposal final to evaluate the five options identified above and provide a recommendation of an option that best meets the needs of city.
- The proponent will evaluate each option in terms of following:
• Capital costs
• Operation and maintenances costs
• Timelines
• Risks and benefits
• Municipal control
• Other as determined - The successful proponent is required to:
• Provide project management services for the work including:
o Coordinating, leading, meeting with stakeholders, and providing meeting minutes to obtain required information for each option
o Providing an in-person kickoff meeting at the city
o Providing biweekly updates on the status of the project to the city
o Providing the QA/QC of all deliverables
o Conducting review meetings with the city for the draft and final reports
o Presenting the final report to council

o City of 2020 stormwater master plan
o City stormwater outfall feasibility study, April 2021
o RFP for centralized stormwater reservoir and outlet design
o Centralized stormwater reservoir and outlet – sizing study report
o Centralized stormwater reservoir and outlet – location study report
o Centralized stormwater reservoir and outlet – scoping study report
o Technical memorandum – centralized stormwater reservoir and outlet interim option analysis Feb 16, 2024
o Other relevant documents as determined
• Analyze the five stormwater disposal options based on the following:
o Time lines:
a. City as of 2028
b. City as of 2049
c. City ultimate buildout
o Regulator approval process, certainty, and timing
o Schedule of system operation
o Capital costs and cash flow
o Operation and maintenance costs
o Connection point(s)
o Risks and benefits
o Degree of municipal control
o Contractual (e.g., penalties)
• Provide a draft and a final signed and sealed report that includes:
o Executive summary
o Evaluation considerations for each option including but not limited to: benefits, constraints, expected timing and phasing, and costing to a class c
o Comparison table summarizing benefits, constraints, costs, and ranking of each option
o Recommendation of the best option.
