The vendor is required to provide regulated building materials consulting services for various facility and site improvement projects.
- To identify the presence of regulated building materials that may impact construction, quantify the volumes and locations, provide options for addressing the materials, and provide permitting obligations, cost estimates, coordination issues and abatement timelines.
1. Background review
• This information includes AHERA assessments and documentation.
• The design team will supply information on areas of proposed work for each task order as well as information on the systems and materials to be addressed.
• The design team will provide floor plans for the building that are clearly marked as to room type, numbers, uses of the various rooms, and anticipated work in these areas.
• The floor plans will be provided in an electronic format.
• The previous reports on assessment and abatement, shall be reviewed as to potential impact on the proposed construction.
2. Regulated building materials survey
a. Asbestos survey
• This survey is to identify asbestos containing materials (ACM) at each building prior to demolition activities as required by national emissions standard for hazardous air pollutants (NESHAP) and osha.
• The consultant is to provide an EPA accredited asbestos inspector and/ inspection team who is certified in the state to perform a survey of physically accessible areas within the building properties.
b. Lead-based paint (LBP) survey
• The consultant is to perform a lead-based paint (LBP) survey.
• This survey is intended to provide information relative to location, condition and quantity of LBPs at the project building.
• The consultant is to provide a state of licensed lead inspectors and/or lead risk assessors to perform the survey.
c. Other hazardous materials
• The consultant shall note other environmental concerns discovered during the inspection
• These concerns include but are not limited to: fluorescent light tubes, PCB – containing light ballasts, chemicals, mercury thermometers, etc.
3. Abatement monitoring and air monitoring
a. Visual inspections
• The consultant shall conduct visual inspections following abatement activities, using the ASTM standard practice for visual inspection of asbestos abatement projects, to verify the completeness of abatement work.
b. Area sampling
• The consultant shall conduct area samples during the asbestos removal activities at various locations to assist in evaluating the abatement contractors’ engineering controls and work practices and to detect potential exposure outside the containment or controlled areas.
• Area monitoring will conform to applicable local, federal and state regulations.
c. Clearance sampling
• The consultant shall conduct clearance monitoring after the area has been inspected in accordance with ASTM standard practice for visual inspection of asbestos abatement projects.
• Clearance monitoring will conform to applicable local, federal and state regulations.
d. Laboratory analysis
• Clearance air samples will be analyzed by an american industrial hygiene association, asbestos analyst registry (AIHA-AAR) approved analyst.
• The samples must be analyzed in accordance with NIOSH 7400 method.
e. Close-out documentation
• The consultant shall prepare an abatement report (close-out documentation), which will provide documentation of abatement activities and air monitoring results.
• The report will contain the daily logs of observed abatement, report of air monitoring samples collected during the abatement phase of the project, and supporting documentation; in addition to any abatement contractor supplied documentation, including but not limited to worker certifications.
4. Project management services
a. Bidding and contract award phase
• Consult with the city and its consultants regarding bid document preparation, bidding strategies, evaluation of bids, and notification of qualified bidders.
• Assist city in evaluation of bid responses and bid award in alignment with project master budgets.
• Ensure compliance with state laws with respect to competitive bidding requirements.
b. Construction phase
• Attend construction meetings and on-site inspections as needed to monitor general and subcontractor’s work to assure conformance to codes and project design specifications.
• Confirm work completed and materials received and approve progress payments.
• Communicate change orders and construction change directives to the superintendent or designee for authorization.
• Work with the contractor to assure site safety and security during construction.
• Track and communicate the city’s occupancy schedule(s).
• Assist with punch list development. confirm completion of identified punch list items.
• Confirm substantial completion, temporary occupancy, and final occupancy
c. Post construction phase
• Participate in construction contract close-out activities including punch lists, final payment and release of retainage.
• Assist with documentation of warranty issues for ongoing administration by city staff.
• Provide final project close-out financial information.
