Consulting Services

The vendor is required to provide consultants to complete a formalized stormwater master plan and supporting fee structure.
• Review and analyze the cost of delivering stormwater services within the township as separated into rural servicing and urban servicing costs.
o Perform a desktop review of existing storm infrastructure including a review of storm sewers, stormwater management facilities and roadside ditches. 
o Identify gaps and opportunities within the existing storm network including,
▪ Improvements existing stormwater management facilities.
▪ Evaluate areas of urban development where opportunities for stormwater management could be incorporated. 
▪ Evaluate areas within the hamlets and urban development where storm conveyance upgrades are required.
• Review the infrastructure needs to provide an annual required funding envelope. 
• Make recommendations within the 10-year capital plan for critical service areas. 
• Identify policies and procedures required to maintain existing stormwater infrastructure. 
• Provide recommendations on funding models to meet the requirements for stormwater funding. 
• Provide recommendations for a stormwater fee structure to support the maintenance and capital works required for a 10-year capital program. 
• Provide 2 public open house meetings, a final report and attend a council presentation to answer detailed questions.
