Consulting Services

The vendor is required to provide consulting services for an assessment of the existing water meter AMI system and to provide a recommendation for future advanced metering infrastructure (AMI) strategy in the city.
- Provide a recommendation for future AMI strategy, including whether to remain with the existing AMI system or to switch to a new AMI system.
- AMI system is considered to be lacking some modern features that are currently available in the market, and switching to a new system could provide improvements to the customer’s experience as well as provide additional operational information.
- AMI system, including but not limited to; associated costs, functionality, resource requirements (staff and equipment and materials) and lifecycle effectiveness is required.
- A final report shall be provided which includes recommendation on future AMI strategy

1. AMI system and confirm project goals
•    review background materials as required, to comprehensively understand the current water meter AMI system.
•    review current customer service and billing processes including associated staffing requirements and internal and external costs to support existing AMI system.
2. Review and summarize alternative AMI system options
•    Prepare and summarize alternative options to the existing AMI system.
•    Alternative options shall be comprehensive and include various manufacturers and technologies with a proven track record of success.
•    AMI option, summarize implementation requirements, including cost estimates for deploying and maintaining each alternative as applicable.
•    AMI option, summarize benefits and any potential drawbacks considering the project goals and organizational requirements that have been identified.
•    Proponent should be prepared to compare any alternatives to the existing AMI system as appropriate. organizational requirements may include but are not limited to; software, staffing, materials and hardware etc.
3. Preferred AMI strategy and preparation of final report
•    Based on a comprehensive review of AMI options, deployment strategies and organizational requirements, and with feedback from project team, select preferred future water AMI strategy for the city.
•    Prepare final report summarizing review and recommendations for project requirements.
•    AMI system including resource requirements, advantages and disadvantages, and associated costs.
•    AMI alternatives including resource requirements, advantages and disadvantages, and associated costs.
•    Recommended AMI alternative and strategy for implementation, including all associated resource requirements, estimated timeline for implementation and associated costs.
•    Recommended procurement strategy and funding models, as applicable, for recommended AMI solution.
•    Recommended transition strategy, as applicable, for recommended AMI solution including proposed timeline. transition strategy to include review and recommendations around continuity of billing and processes, as applicable.
