The Vendor is required to provide in need of support with a number of services including volunteer coordination, needs assessments, donations management, and field services including debris removal, saw work, muck-and-gut operations, and other disaster related services as needed.
- Must be prepared to work up to 12 hours per day, 7 days a week, based on operational needs.
- Hours will be variable and are not guaranteed; the total number of hours worked per week may exceed 40 depending on the need.
- Volunteer Coordination
• Operate volunteer reception centers (VRCs) at locations designated by Office representatives.
• Recruit, train, and manage volunteers to support disaster response activities.
• Assign volunteers to tasks based on skills, availability, and community needs.
• Maintain accurate records of volunteer hours and activities.
- Donations Management
• Establish and staff donations intake and distribution sites to address overflow needs not met by existing VRCs.
• Sort, inventory, and distribute donated goods efficiently to affected communities.
• Coordinate with local organizations to ensure equitable distribution of resources.
- Needs Assessments
• Conduct door-to-door canvassing in impacted areas to assess immediate and ongoing needs for supplies, labor, and support.
• Document findings in a standardized format and share with Travis County OEM for resource allocation planning.
- Debris Removal and Saw Work
• Remove vegetative and non-vegetative debris from affected public and private properties.
• Operate chainsaws to clear damaged trees and obstructed pathways, adhering to safety protocols.
• Sort and stage debris for pickup by designated hauling services (note: hauling to off-site locations is not included).
- Short-Term Recovery
1. Muck and Gut Operations
• Perform muck-and-gut services in flood-damaged structures to remove water-damaged materials.
• Apply basic mold suppression techniques where appropriate (note: full mold remediation is not included).
• Ensure compliance with safety and environmental regulations during operations.
2. Minor Home Repairs
• Deploy skilled crews to perform basic reconstruction tasks, such as drywall replacement, minor carpentry, and painting.
• Prioritize repairs that enable residents to safely return to their homes.
• Complete any necessary make safe tasks.
3. Community Coordination
• Facilitate collaboration between community members, voluntary organizations active in disaster (VOADS), and other stakeholders.
• Provide regular updates to county office on recovery progress and emerging needs.
3. Long-Term Recovery
1. Home and Park Rebuilding
• Contribute to rebuilding projects for private homes and public infrastructure, such as parks and community facilities.
• Coordinate with local contractors and government agencies to align efforts with community priorities.
2. Habitat Restoration and Mitigation
• Participate in restoration of flood-damaged natural areas, including reforestation and erosion control.
• Implement mitigation projects, such as storm water management improvements, to reduce future flood risks.
