Sustainability and Energy Modelling Consulting Services

The vendor is required to provide sustainability and energy modelling consulting prepare an opportunities and constraints analysis and develop a high-level sustainability framework addressing energy and emissions, water management, sustainable mobility, materials and waste, and health and equity considerations.
- Policy statement preparation
•    Attend site visit and project kick-off meeting. 
•    Conduct background review of available materials and identify data gaps. 
•    Prepare an opportunities and constraints analysis focused on sustainability and energy performance. 
•    Develop a sustainability framework, addressing:
o    Energy and emissions
o    One water management
o    Sustainable mobility and access
o    Materials and waste
o    Health, wellbeing, and equity
•    Provide input on infrastructure phasing strategies for sustainable and energy-related elements. 
•    Initiate campus-wide baseline energy modeling to assess existing conditions and inform sustainability targets.
- Rezoning submission preparation
•    Expand the sustainability framework and prepare rezoning submission materials in alignment with the city of rezoning policy for sustainable large developments.
o    Sustainable food systems
o    Potable water management
o    Zero waste planning
•    Prepare a green and resilient building measures package, including:
o    Embodied carbon design report
o    Resilient buildings planning worksheet
o    Enhanced commissioning process
o    Energy system sub-metering integration
•    Complete energy modeling of proposed building forms and campus energy systems, including:
o    Annual energy use intensity (EUI) projections
o    Greenhouse gas (GHG) emission forecasts
o    Scenario testing for design alternatives (e.g., electrification, district energy connection, renewable energy integration)
o    Modeling compliance with city of green buildings policy, state energy step code, and zero emissions building plan requirements.
•    Provide recommendations on cost-effective pathways to achieve near zero emissions performance.
- Rezoning submission and approval process
•    Refine sustainability and energy modeling materials in response to city feedback.
•    Support public engagement, including:
o    Interest holder engagement sessions (up to 4)
o    Urban design panel presentations (up to 4)
o    Open house materials (1–2)
•    Attend and support rezoning hearings and approval processes.
- Budget range for the consulting services is $100,000.00 - $120,000.00
