Community Planning Support Service

The Vendor is required to provide professional planning consultant, to enter into a contract on an “as, if and when needed” basis, to supplement in-house planning capabilities, and provide a range of services to support service delivery of the current planning and long-range policy planning teams.
- Managing and reviewing land development files and working with applicants, managing intergovernmental and agency referrals, preparing and amending municipal bylaws, conducting research, and preparing reports and presenting recommendations for decision makers.
- Planning services will include designing and facilitating community engagement where necessary.
- Review and efficient processing of land use and development applications, including official community plan amendments, rezoning, development permit, and development variance applications, in compliance with relevant legislation, District regulations and District policies. Includes preparation and execution of land development, housing agreements and other covenants as may be necessary.
- Review and summarize technical reports and other information regarding various aspects of the projects including transportation studies, heritage reports, hazard risk assessments, environmental and/or archaeological impact assessments, waste management, and infrastructure servicing.
- Develop, implement and administer planning-related policies, procedures, and bylaws.
- Coordinate external referrals and review with First Nations, Federal, Provincial governments, agencies, and interest holders. Host and/or attend meetings where needed. Summarize feedback and provide guidance to applicants and their agents.
- Prepare permit documentation, reports and presentations to senior staff and Council, and communications materials for public and media.
