RFP Description

The Vendor is required to provide an experienced external governance consultant to provide professional, independent support to strengthen board governance effectiveness, policy stewardship, and the working relationship between the board and the chief superintendent.
- The consultant will support the board in fulfilling its governance role through policy-based leadership, effective oversight, and continuous improvement of governance practices, aligned with the board’s governance policies.
- Board Governance and Culture
•    Support the board in reviewing and assessing governance culture policies.
o    Facilitate the board’s annual self-evaluation, including:
o    Facilitation of evaluation discussions and synthesis of results
•    Preparation of a written summary report identifying strengths, areas for improvement, and recommended actions
•    Provide advice and facilitation support to strengthen governance behaviours, role clarity, and collective accountability.
- Board-chief superintendent relationship
•    Support the board in reviewing and assessing board–chief superintendent relationship policies.
•    Facilitate structured discussions, where required, to support alignment, trust, and effective working relationships.
- Chief Superintendent evaluation
•    Support the board in its annual summative evaluation of the chief superintendent, including:
o    Review and alignment of evaluation criteria with results and operational expectations policies
o    Facilitation of the evaluation process
o    Documentation of outcomes and recommendations in a clear, confidential format
•    Recommend any adjustments to the evaluation process that reflect leading governance practices and supports transparency, fairness, and accountability.
- Communication and board effectiveness
•    Support the board in the development and maintenance of effective communication practices:
o    Between and amongst board members
o    Between the board and the chief superintendent
•    Facilitate board workshops or special sessions, as requested, focused on governance effectiveness or emerging governance issues.
