The Vendor is required to provide for organizational change management (“OCM”) consultant to support the financial systems modernization (“FSM”).
- Consultant to support organizational change management activities related to the implementation of the financial services modernization project.
- This includes developing a comprehensive change management strategy, communication plans, training programs, and stakeholder engagement initiatives to ensure readiness, adoption, and sustainability of the FSM solution.
- Organizational Change Management
• Author and implement a comprehensive OCM strategy and roadmap aligned to FSM project milestones.
• Conduct change impact assessments and stakeholder readiness evaluations.
• Design and execute adoption and engagement activities to drive user buy-in.
• Define adoption metrics and feedback loops, report on readiness and adoption throughout the program.
- Communications
• Develop and manage internal communications plan (FAQs, updates, briefings).
• Liaise between the FSM project team and County departments to coordinate messaging and timing.
• Support leadership communications, including town hall content and executive briefings.
• Coordinate with the implementation vendor to adapt base materials to County specific content.
- Training Coordination
• Collaborate with vendors and County SMEs to develop the end-user training plan.
• Adapt vendor provided base training materials for County specific processes and roles.
• Schedule and promote training sessions; manage participant logistics and attendance tracking.
• Collect feedback and recommend improvements for training effectiveness.
