Internet Video Broadcast Services

The Vendor is required to provide live internet video of agency open meetings and public hearings.
 - Requirement:
•    Broadcasts must conform to the requirements of 1 state administrative code chapter 209 and the department of information resources’ video conferencing standard.
•    Provide a stream which meets or exceeds h264 standards and provides for streaming across Microsoft, apple, android, and mobile platforms.
•    Must use a 4-camera minimum switchable camera system with a live operator onsite during open meetings and public hearings.
•    Must supply, and maintain, user microphones and ceiling speakers for open meetings and public hearings held in the commissioners’ hearing room that are compatible with the room’s audio system.
•    For open meetings and public hearings held in remote or mobile locations, the contractor must supply user microphones and ceiling speakers that are compatible with the audio system of the designated space.
•    Provide necessary internet connectivity separate and independent from the agency circuits and internet capacity for each open meeting and public hearing.
•    Provide a website from which it will host both live and archived broadcasts of open meetings and public hearings
•    For each open meeting and public hearing, contractor must maintain sufficient bandwidth to supply a minimum of 2,500 concurrent views of the live broadcast. 
•    For each open meeting and public hearing, contractor must maintain sufficient bandwidth to supply a minimum of 3,000 concurrent views of the archived broadcast.
•    Provide 100% service availability during each open meeting and public hearing.
•    Provide technical and customer support to the user base via telephone and email.
•    Maintain 12 months of broadcast archives of each open meeting and public hearing on the contractor’s website, free of charge.
•    Archived broadcasts of each open meeting must be segmented into clips for each agenda item.
