The Vendor is required to provide to undertake a comprehensive review of current municipal law enforcement and licensing programs, service delivery models, organizational structure and regulatory responsibility in order to establish a forward-looking strategic framework.
- The strategic master plan will support:
• Current state service delivery
• Effective, and efficient service delivery policy creation standard operating procedures
• Community health and safety
• Preparation for significant population and development growth
- Comprehensive review of municipal law enforcement and licensing services, including but not limited to:
• General by-law enforcement
• Animal services, animal control and working partnership with the HSKL
• Parking enforcement, permitting and working partnership with the Lindsay downtown Bia
• Short-term rental licensing and enforcement
• Business licensing and regulatory licensing programs
• Property standards enforcement and related regulatory functions
• Zoning regulatory enforcement (rural and urban)
• Emerging regulatory opportunities and compliance programs
• Opportunities to generate revenue to offset costs
