The Vendor is required to provide to lead facilitated engagement and planning processes and write an implementation-focused strategic plan, with integrated action, which is aligned with municipal best practices.
- The strategic plan is intended to:
• Establish city-wide strategic priorities, while considering operational and financial capacity
• Refine strategic pillars to best reflect and organize priorities.
• Identify departmental actions, deliverables, outcomes, and timelines required to advance these priorities.
• Review and where required, refine the city’s vision, purpose, and guiding principles.
• Provide a clear and concise framework to support decision-making and budgeting processes.
• Create a strong foundation and high-quality model for future strategic planning cycles.
- Responsible for delivering a structured, professionally managed, and engagement-driven process that includes:
• Project management and coordination
• Design and execution of multiple facilitated engagement processes involving:
o Senior leaders and department heads
o City staff
o Council
o Residents
o Stakeholders
• Facilitation of structured sessions that move beyond visioning to define:
o Clear priorities and recommendations across departments and pillars
o Actionable initiatives
o Realistic deliverables
• Review of background materials and preparation of materials, including but not limited to:
o Existing city plans and reports
o Reviewing identified best-practice municipal strategic plans
o Creating communications materials based on corporate branding guidelines
• Analysis of findings and written summaries from engagement sessions that identifies key priorities by rank, emerging themes, and strategic direction.
o Ensuring clear records on council priorities
o Consider findings and analysis from engagement sessions – and findings from a separately procured community survey – when developing the strategic plan.
• Ensure resident and staff recommendations are presented to council with sufficient time for deliberation and direction, and for senior leaders and department heads to provide feedback on how to deliver on council priorities.
• Develop a strategic plan outline in preparation for planning sessions with council.
• Develop a concise and implementation-focused draft strategic plan, with integrated action that is resident-informed, staff-informed, and council-directed.
• Following review and deliberation, incorporate feedback in the final strategic plan.
• Present draft and final materials to council for review and approval.
