The vendor is required to provide that statewide historic resource identification, evaluation, documentation and survey services include non-archeological historic resource studies related to compliance with Sections 106 and 110 of the NHPA (36 CFR 800) and Section 4(f) of the DOTA (23 CFR 771), including non-archeological historic resource survey, research and documentation efforts leading to public history components such as historic context statements, museum exhibit/interpretive panels, public engagement and outreach, and other mitigation activities such as creating, managing or updating inventories of nonarchaeological historic properties. Services may be acquired on a statewide basis.
-Purchased with state funds and performed under work authorizations issued by the environmental affairs division.
-Services for projects statewide and will be performed on a cost reimbursement basis limited to a cap established in each work authorization.
-A bachelor’s degree in history or a related field and demonstrate combination of education and years of experience equaling six years or more beyond a bachelor’s degree.
-For historians, architectural historians, or closely related professions such as cultural geographers, preservation planners or landscape historians, as defined in standards and the state historical commission’s rules of practice and procedure and meet the minimum qualification of the principal investigator.
-The state will:
•Provide name, address and phone number of the state’s authorized representative.
•Provide any records available which would assist in the completion of non-archeological historic-age resource studies.
•Provide engineering data through a third-party contract which would assist in the completion of non-archeological historic-age resource studies.
•Assist in the coordination of site visits, scheduling and right-of-entry, if problems arise.
•Review recommendations offered by the technical expert and approve or reject any or all work performed under this contract.
•Review progress of work and provide final acceptance of all documents.
•Process periodic payment requests submitted by technical expert.
•Submit documentation to regulatory agencies for review and comment unless otherwise specified in a work authorization.
•Submit documentation to project stakeholders for review and comment unless otherwise specified in a work authorization
•Submit research designs, letter reports and survey reports to state historical commission, and perform all consultation with state historical commission.
•Remedy all deficiencies identified by state historical commission if those deficiencies arise from restrictions placed on the technical expert’s level of effort by the state.
•Provide the technical expert with all comments regarding their review of the environmental services completed.
•Provide right-of-entry from public or private landowners to allow non-archeological historic-age resource studies to be performed.
•Right-of-entry permission must be written and signed by the landowner.
•Letters or other materials seeking right-of-entry must contain explicit reference to the kinds of activities for
•Right-of-entry is requested and an indication of the impacts that will result from performance of non-archeological historic-age resource studies.
•Provide the technical expert with descriptions of current and proposed facilities as such information is available to the state and within reasonable limits.
•The technical expert if state historical commission review or state inspection discloses deficiencies for which the technical expert is responsible in accordance with the contract.
•Provide the technical expert, where necessary, with barriers, cones, and other traffic control equipment or personnel needed to ensure safe working conditions in the project area.
•Provide the technical expert with maps delineating project area limits, existing and proposed right of way limits, existing alignments, utilities, and other information relevant to locating and describing the project area as such information is available to the state; and, prepare and issue work authorizations to the technical expert.
