The vendor required to provide fee study services to advancing sustainability through eco-friendly initiatives that enhance our economy, safeguard our environment, and fortify our community.
- Requirement:
1. Project start and internal data analysis
• Initial team meeting – meet with committee members to review scope of work, expectations, timelines, legal framework, regulatory requirements, project priorities and constraints.
• Review existing permit and application examples and types and e.g., building permit fees, planning application and zoning fees, land resource applications and right-of-way (row) permit.
• Review existing historical data, past studies, operational workflows, and public-infrastructure acceptance procedures.
2. Research analysis
• Review of other permit application fees- review state building code fee structure guidance and at least three other comparable state municipality fee structures that were updated in the last five years that apply a flat permit fee for all permits and a review fee(s) for other departments. (e.g., other public works department review fees include row permitting, and enforcement-related surcharges.
• Identify industry-standard approaches, including flat fees, per-unit fees, and reinspection or noncompliance fees) review how these examples address inspection fees.
• Include evaluation of any building code and public works processes that generate staff workload and are not currently supported by a fee.
3. Summary and findings
• Summary memo- prepare a memo summarizing the findings for steps.
• Meeting with staff- meet with committee members as required to review findings.
• Draft permit fee study report – prepare a report that summarizes a recommendation for adjustments based on internal operations and staff time, industry practices.
• Develop an implementation plan.
• Public meetings – attend at least two city council meetings to present findings (as needed).
