The Vendor is required to provide can develop, implement, and manage the payment as a pay or of last resort for treatment, harm reduction, and recovery services to agency-approved gambling providers for those seeking support related to gambling harms.
- This includes access to community-based prevention treatment, harm reduction, and recovery services.
- Prevention services include community based outreach and education awareness as well as statewide public awareness campaigns. 
- Those seeking support for treatment, harm reduction, and recovery services have multiple options for services.
- Recovery supports are available including access to peers with lived experience with gambling harms, services at some Recovery Community Outreach Centers, and access to outside self-help support groups.
- Direct Payments – Develop, implement, and manage direct payments to agency approved gambling providers delivering treatment, harm reduction, and recovery services for gambling-related harms, as a payor of last resort based on eligibility criteria.
- While Medicaid and commercial insurance reimburse addiction services (and providers must maintain sliding scale fees), gambling harms often cause financial hardship, creating barriers to engagement.
