The Vendor is required to provide brokers to provide benefit consulting services in the areas of plan design, administration of contracts, plan renewal and the overall maintenance and administration of the city medical, prescription, dental, vision, life and accidental death & dismemberment, long-term/short-term disability, long term care, HSA health savings accounts, voluntary benefits, and section 125 flexible spending accounts servicing.
- Broker of Record to provide comprehensive, strategic, and data-driven brokerage and consulting services for its health insurance and wellness programs.
- The goal is to ensure cost-effective, competitive, and sustainable benefits that support employee health outcomes while maintaining regulatory compliance and high service levels.
- Key Objectives:
• Provide full-service brokerage, including marketing, negotiation, implementation, and ongoing management of health and wellness programs.
• Control and stabilize healthcare costs through data analysis, long-term planning, and evaluation of funding strategies.
• Deliver clear reporting, actuarial insight, and claims analysis to inform decision-making and identify cost drivers.
• Maintain competitive, high-quality benefits aligned with comparable public agencies and workforce needs.
• Develop and enhance wellness and population health programs that promote preventive care and improve outcomes.
• Ensure compliance with all federal and state regulations and provide ongoing regulatory guidance.
• Offer responsive service, including employee support, vendor coordination, and issue resolution.
• Continuously evaluate programs and recommend innovative solutions to improve cost efficiency and service quality
- Broker shall provide:
• Representation in all negotiations with providers on issues related to premiums, service, benefits levels, plan design, special terms and conditions etc.
• Annual review and report of employee benefits programs for quality and adequacy of benefits provided, cost effectiveness, competitiveness, plan administration and plan utilization and recommendations concerning any changes in terms, conditions and limits.
• Review and assist with updating of the plan document for compliance with legislation and laws.
• Explore website technologies to support on-line enrollments, changes, and an employee educational module to assist employees in self-management of benefits.
• Review of and resolution of issues concerning insurance policies, certificates of insurance and other documents related to employee benefits programs.
• A review of monthly claims experience reports and special studies and reports on behalf of the city.
• Annual summaries of financial status of insurers.
• Assist in the development of long-range goals and strategies for the city’s employee benefits programs.
• Monitoring of ongoing contracts, including provider plan administration, tracking of performance standards, provider compliance with contracts and incurred claims.
• Identification and analysis of cost containment and efficiency measures such as employer partnerships, electronic benefits administration, etc.
• Attendance at and assistance with meetings with the city council, city staff, and bargaining units.
• Assistance with the design and delivery of employee health benefits brochures and information, wellness encouragement plans, including participation in the annual open enrollment.
• Review of and assistance with resolving disputes regarding coverage, billing questions and service delivery.
