The Vendor is required to provide comprehensive real estate brokerage and advisory services to support the district in the evaluation, marketing, negotiation, and sale of district-owned real property declared surplus by the board.
- General Advisory & Representation
• Serve as the District's exclusive Broker/Agent of Record for designated property sales, unless otherwise authorized.
• Act in the best interest of the District at all times and comply with all applicable federal, state, and local laws, including public sector procurement and transparency requirements.
• Provide professional guidance to District leadership and administration regarding real estate market conditions, valuation trends, and disposition strategies.
• Coordinate services in alignment with Board of Education actions and timelines.
- Property Evaluation & Market Analysis
• Conduct site visits and property assessments, including review of zoning, land use restrictions, access, utilities, easements, and encumbrances.
• Prepare broker opinion(s) of value (BOV) and/or comparative market analyses for each property.
• Identify highest and best use scenarios, including alternative disposition strategies where appropriate.
• Advise on recommended pricing strategies based on market conditions and District goals.
- Marketing & Listing Services
• Develop a customized marketing plan for each property, subject to district approval.
• Prepare professional marketing materials, including property descriptions, photographs, maps, and site plans.
• List properties on appropriate multiple listing services (MLS) and other commercial/residential real estate platforms as applicable.
• Actively market properties to qualified buyers, including developers, governmental entities, nonprofits, and community partners, when appropriate.
• Respond to inquiries, manage property showings, and coordinate access in collaboration with district staff.
- Transaction Management & Negotiation
• Receive, review, and analyze offers and letters of intent.
• Provide written summaries and recommendations for district administration and board consideration.
• Assist in negotiation of purchase price, terms, and conditions in accordance with board direction.
• Coordinate with district legal counsel, title companies, surveyors, environmental consultants, and other professionals as needed.
• Monitor due diligence timelines, contingencies, and closing requirements.
- Public Process & Board Support
• Support district staff in compliance with public hearing, notice, and approval requirements related to the sale of public property.
• Attend board of education meetings, work sessions, or public hearings when requested.
• Prepare clear, non-technical summaries suitable for board materials and public communication.
• Provide documentation needed for audit, public records requests, and compliance reviews.
- Closing & Post-Closing Services
• Coordinate closing logistics, including title transfer and required documentation.
• Ensure timely communication with all parties through closing.
• Assist with post-closing reporting and documentation as requested by the District.
