The Vendor is required to provide real estate services to assist the city in the disposition of tax-acquired properties in a manner that maximizes value, ensures transparency, and complies with applicable state law.
- Requirement:
1. Property evaluation
• Conduct and provide a comparative market analysis (CMA) for each assigned property;
• Recommend an appropriate listing price based on current market conditions;
• Identify any factors impacting marketability (e.g., access, zoning, condition).
2. Marketing and listing
• List properties on the multiple listing service (MLS);
• Market properties through appropriate channels (online platforms, signage, broker networks, etc.);
• Ensure broad and equitable market exposure;
• Coordinate and host showings, open houses, and broker tours as appropriate.
3. Sales process management
• Receive, review, and present all offers to the city;
• Provide professional recommendations regarding offer strength and terms;
• Assist with negotiations at the direction of the city;
• Coordinate purchase and sale agreements.
4. Transaction coordination
• Work with title companies, attorneys, and city staff to facilitate closings;
• Ensure all required disclosures are completed;
• Assist in resolving title or access issues to the extent feasible.
5. Compliance and documentation
• Maintain records demonstrating marketing efforts and exposure;
• Assist the city in documenting compliance with state statutory requirements;
• Provide documentation necessary to support reporting obligations, including sale price, days on market, and marketing history.
6. Advisory services
• Advise the city on market trends and conditions;
• Recommend strategies for difficult-to-sell or surplus properties;
• Provide input on timing and sequencing of property sales.
