RFP Description

The vendor is required to provide sign language interpreting, transliterating, and sight translation services for the deaf and hard of hearing (HOH) employees.
- The contractor may be required to provide more than one interpreter to meet this requirement based on the length of the meeting or other assignment(s) requiring interpretation.
• The contractor shall have an internal screening to ensure language fluency, interpreting skill, and ethical competence of personnel
• The contractor shall maintain an adequate work force to ensure uninterrupted performance of all tasks.
• Provide these services with a notice of no less than three (3) business days for known and planned services.
• Provide short notice support when identified at the blanket purchase agreement call level.
• Short notice support shall include contractor support within 48-hour notice.
• Short notice shall only be used on rare occasions of unforeseen circumstances and the government shall make every attempt to provide early notification of requirements as soon as feasibly possible.
- All interpreting personnel must possess linguistic expertise in both american sign language (ASL) and english to provide fluent communication and cultural mediation between employees.
• Interpreting personnel must be proficient in sign-to-voice and voice-to-sign using asl, pidgin sign english (PSE), manually coded english (MCE), contact sign, tactile sign, or oral transliteration, if providing this service
• Interpreting personnel must possess a current, valid interpreter certification from the registry of interpreters for the deaf (rid) and uphold the code of professional conduct (CPC)
• Interpreting personnel must be fluent in asl, with a minimum of three (3) years professional experience in asl interpretation
• Interpreting personnel must possess the ability to convey nuance, tone, inflection, and the overall spirit of the message
• Interpreting personnel must possess the ability to keep pace with normal conversation in all contexts
• Interpreting personnel must possess the ability to voice interpret when a deaf or hard of hearing person’s speech is not easily understood.
- Provide interpreting services on an on-call and as-needed basis.
- Provide two (2) business days-notice for necessary cancellations.
- Provide a means for the contracting officer’s representative and ACOR to be able to contact any on-call interpreters at any time while the interpreter is at agency.
- Services based within a 50-mile radius of the Washington, D.C. metropolitan area to provide services in Maryland.
- These services are required throughout the year for day-to-day interaction with co-workers and customers, on-site trainings, scheduled meetings, and events.
