RFP Description

The vendor is required to provide from private contractor laboratories competent in forensic techniques and technologies for outsourcing forensic deoxyribonucleic acid (DNA) and genealogy testing.
- The county may seek advanced DNA testing on individual evidence samples including:
• DNA testing str
• Y-chromosomal y-str
• Mitochondrial DNA (MTDNA) analysis
• Single nucleotide polymorphisms (SNP) testing
• Forensic genetic genealogical (FGG) DNA analysis
• Forensic genetic genealogical DNA analysis and search (FGGS)
• Whole genome sequencing (WGS) testing
• DNA phenotyping probabilistic genotyping
- Requirements:
• Contractor laboratory must have had at the time of proposal submission, an on-site visit by a national DNA index system (NDIS) participating laboratory within the past year available for review as part of the on-site visit program (OVP).
o If no on-site visit by a national DNA index system -participating laboratory is available for review through the Investigation on-site visit program, the contractor laboratory must submit to an on-site visit by a case-associated state public lab technical leader
• Prior to any analysis conducted by a contractor laboratory, a signed agreement on the technical specifications of the agreement must exist between the contractor laboratory and the case-associated state public lab technical leader
o Contractor laboratory must submit a copy of all current protocols relevant to the fulfillment of the contract.
o County must receive updates to relevant protocols within seven days of the approved updates
a. Commercial 24-locus forensic str DNA amplifications kits.
b. Global filer ™ polymerase chain reaction amplification kit, power plex® fusion 6c system, and investigator 24plex.
c. Commercial y-str amplification kit must be approved by the case-associated state public lab technical leader.
d. 3100 or 3500 series capillary electrophoresis (CE) instrumentation
o Contractor laboratory must perform all testing using internally validated methods and procedures.
o Contractor laboratory must not subcontract any county case analysis to another laboratory. as specified in this contract, the selected laboratory will perform all work.
o Contractor laboratory must provide written notification at least one month before any changes in the procedures outlined in the technical specification agreement.
a. Contractor laboratory must maintain the confidentiality of all county case information associated with the evidence analyzed as part of the subsequent contract.
b. This information is considered confidential and shall not be made available to any individual or organization by the contractor laboratory without the prior written approval of the law enforcement agency.
c. Contractor laboratory must maintain a chain of custody record on each sample submitted for analysis
d. Documentation of chain of custody must comply with the published standards of the accrediting organization to protect the samples from deleterious change or loss.
