RFP Description

The Vendor is required to provide surveillance, observation, fact gathering and other exhaustive background research, utilizing public and private data sources that are not available to department staff, including criminal background checks in other states, to help determine if child care providers and recipients are committing fraud.
- Provide service 24 hours a day, 7 days a week, on call with 24 hours-notice if necessary.  
- Within 48-hours after receiving a request the contractor will email the department senior auditor and program integrity management team with the surveillance begin date and end dates.  
- Complete the surveillance and submit the detailed documented report to department within 2 weeks of the request.  
- All investigations must comply with all state and federal laws and regulations for investigative services.
- Services must be provided utilizing methods/modes that are in accordance with acceptable standards of practice and investigational ethics to withstand counter-litigation and judicial scrutiny, as the information obtained will be used by department and law enforcement authorities in prosecuting fraud and other program-related purposes.
- Information gathered during investigations must be accurate and reliable.
- Maintain confidentiality with sensitive information obtained during investigations.
- Have drop-car technology in order to obtain continuous video surveillance of all entrances and exits over a period of time.
- Physical surveillance and observation of provider and recipient locations, including video and photos.
- Videos and photographs must be clear, visible, audible, and free from any obstructions (nature, technical issues or otherwise).
- Video and photographs must be dated and time-stamped with the correct date and time.
- Photos must be submitted to department in jpeg format and videos must be submitted in EXFAT, mp4, AVI, or DVD format.
- If physical surveillance is not clear and needs to be re-submitted to department, evidence/media must be recreated at the contractor’s expense.
- Provide department complete and detailed reports of observations and situations, including all supporting evidence discovered and gathered in format agreed upon by both department and the contractor.
- Physical surveillance must be completed as requested, in its entirety.
- If for any reason a scheduled surveillance cannot be completed, vendor will communicate this to appropriate staff.
- Physical verification and postmaster request for validation of addresses/phone numbers.
- Accurate identification of locations, persons and/or vehicles in state and other states as needed.
- Contractor may be requested to obtain/verify information from voting records, marriage records, ZABA search, Facebook, google, Instagram, TikTok social media platforms, and other sources not available to department staff, including background checks in other states.
- May be requested to fact-gather via computer analysis and internet research.
- May be requested to obtain copies of criminal complaints from the court system when requested by department.
